Make up Quiz (denied) for medical procedure.?

I was hospitilized because my appendix ruptured and missed my quiz and the instructor has a policy that no students will make up a quiz for any reason. Why does the school allow its students to be penalized for having a medical procedure? meaning the student grade will suffer because the instructor will not allow him to re-take it.
