Scion tC question, Alarm is being a pain?

How do you turn the car alarm off? We've tried locking unlocking - panic on settings but the damn thing won't turn off! I know in my Tahoe you have to lock, unlock, turn on the car, turn it off and then lock it twice to get the alarm off is that the case for my friends car? We tried it, but the alarm is STILL blaring, nothing even set if off but (possibly) the wind.
