The Motto for Scotland is "No one provokes me with impunity," what does this actually mean?

... im really tired, and sick today, and my mind is a haze... and its hard to figure it out myself, i looke dup impunity and it says it means...- to have an immunity of punishment- .... so can som1 plz help...?
